It does quite a lot of damage to him, so bad timing can screw you over. He can't pass AoE's like Veigar's 
Event Horizon. It doesn't heal him that much unless there's a lot of minions around him.
You really have to use it smart for it to be "broken" :)

Long CD doesn't help it. Skillshots and good timing stop it.
It drops aggro from things so, it's an amazing escape tool.

It makes him lose like 20% of his health and his move speed isn't changed. You can hit him with CC before he goes in the pool and the effects will carry over (i.e. If I'm nasus and wither Vlad before pool and he pools, wither will still have its effect). It's not OP at all if you keep your timings crucial.

Jebus is right. It's certainly powerful, but no overly-so. I'm a regular Vlad-player, and it's taken me a long time to figure it out. Try Vlad out for yourself, you'll see why we say it isn't broken. ^^
