They still have RNG but it's in a smaller area. Basically you're now more likely to get hit by a cannonball while standing in his ult because of simple probability (less area), but it's obviously much easier to get out of his ult now.
Of course there's still that chance of not getting hit a single time. >_>

You'll draw tower aggro, but you'll still be able to tank it just as easily with your ultimate.
I'm thinking now that Gangplank has the potential to be a huge support in fights. Farm up to get your aura items (Aegis, Stark's, etc), initiate fights with your ultimate, and make everyone around you incredibly buff with Raise Morale and your auras.
