I really don't think so, singed needs a lot of farm and levels to do his job well in a match late-game. Which is running in and disrupting their carry (possibly killing them or getting them into a position to be killed) then running out. On top of split pushing he definitely needs farm to do that.
shaco is a strong roamer in the first few levels.. but then he falls too item dependent.. Jungling is much better... or laning (with AP)

Lane Shaco can roam for the first level if you get Deceive. Although it's more just an early game gank.
I once played with a Shaco who ganked mid at level1, and it basically let us faceroll the entire game because my mid-opponent didn't go back and let me zone him out the entire first few minutes.
