So there are some conflicted opinions here: any reasoning?
TTS provides more damage in general because of how often you can chain it with Battle Cry.
Charge does more burst damage and is more reliable.
Although one thing of note that TTS helps you a lot when you last hit because of the additional damage, and doesn't push the lane as much.

Guys, guys, guys. Why the hell would you ever max his Q first? I am using mobafire's database here and trusting it is correct :P
At level 5, TTS does 225 damage IF you land all 3 hits.
At level 5, Charge does 230 damage right away.
TTS has a 10 second cooldown at all levels.
Charge has a cooldown that scales with level.
TTS has a knock up that is the same at all levels.
Charge has a slow that scales with level.
TTS isn't aoe.
Charge is.
So why exactly would you max Q?

At level 5, Charge does 230 damage right away.

Charge has a cooldown that scales with level.
TTS has a knock up that is the same at all levels.
Charge has a slow that scales with level.
TTS isn't aoe.

So why exactly would you max Q?
Because you won't necessarily be spamming AC so much in fights as you will TTS. With Battle Cry active, your chain-knockup is almost a suppress given that you have enough CDR and AS, which is why many Xin Zhao players build Ghostblade/Sword of the Divine or some variant as their core items.

you just deal more instantly, it also allows you to control your lane... farm minions in the mass so you can switch lanes and gank.... ganking is easier... I dunno I just feel like AC > TTS... TTS however does shine mid to late game which is when I can use it to its full potential since there will be a lack of turrets so I can easily chase my enemy... etc etc..
