Anyways my question is ... Black Cleaver or Last whisper? which will do the most damage :o?

No, stay away from IE unless you build all crit and AD.
I think TF is best off with on hit magic dmg tho.

Wit's end should be bought pretty early on though (like before SotD) because it's most useful when your enemies have abysmal mana pools.

That is now irrelevant as the mana burn mechanic is getting removed (I feel like it should have been expanded on, and that items to burn energy/extend cooldowns should have been added but whatever.) The bonus magic dmg is still nice though, maybe look into adding malady for the MR Reduction effect which would complement the on-hit magic dmg nicely. It also gives some ap for your cards.
