Yea I think you basically answered your own question here man in more competitive play the tank build better because of the quality of the players who know how to support a tank (sometimes lol if your lucky) but in normals where the team comp is usually ****ed up and the players are on average worse the tank/dps builds are better because everyone needs to be doing some sort of significant damage because at least one of the guys on your team is way behind. That pretty much goes for every offtank/tank character imo. But like I said that's just from personal experience I love playing full tanks but if your team doesn't work with you and let you do your tank thing then your just goin to get 1) killed a lot, or 2) survive every team fight while your team dies. Either way theyll say your the noob lol

+rep me if you like what I got to say. Semper Fi!

When I said Tanky DPS I meant Wriggles, Frozen Mallet or Ghostblade, and the rest tank items.

Now i play jarvan alot probably my favorite champ imo he is best as tanky/dps see how i put tanky first lol but he too be honest only needs 1 dps item hes got good dmg with his passive and all his abilities do good dmg even without dmg items.. I play him both jungle and solo laner i do sometimes duo lane if there is a better solo but he is very strong if solo either way probably once of the best if not the best tanky dps champ in the game...

Jungle build: Wriggle's Lantern, merc treads, depending on team either Banshee's Veil or Sunfire cape, then also depending on team if the team is high HP Ghost blade, team is tanky or people stacking armor Last whisper now there is the Tri-force which is AMAZING on him but the item is expensive could just get sheen then finish tri force later but you would be better off just going last whisper or ghostblade if you are doing that but if you feel game is going well get the tri force amazing on jarvan HP ATK speed Move Speed a chance on slow atk dmg and an amazing passive its just a really good item for him the only thing about going for this item is its price depending on team now you might need to be a lil more tanky so grabbing ghostbklade or or last whisper might be an overall better choice for its price cause now after this you can grab a BV and watever else is needed maybe a randuins or a force of nature depending on team but imo his core items as jungle:wriggles, merc BV or sunfire depending on team and one of these 3 dps items its all you will need is 1.
the way i skill as jungle jarv is maxing E first then Q, put 1 point in W at level 4 this allows you too take less dmg in jungle but only use it if you have blue because it cost a decent amount of mana also helps ganking much easier cause of the slow, then R when you can the Extra armor and atk speed from this is awesome then when you toss it down it doubles makes jungle extrememly fast and easy.

Now as a laner i do this both solo and duo
Biuld: philo stone, Heart of Gold, Merc treads, philo stone allows you to harass with Q almost endlessly and last hit with your Q if needed plus the Gold per 5 is awesome Heart of gold imo still worth it again extra HP and gold per 5, at this point i decide either BV or sunfire then Tri-force as a solo laner jarvan always get tri-force you should have really good farm plus your gold items but if your having troubles farming then go for last whisper or Ghost blade the items for jungle and laner jarvan are almost exacly the same excluding the wriggle's lantern and getting the tri force over not getting the tri force.. And this late into the game just sell the philo stone its done its job to help you in lane and give you extra moneyz
Core items: Philo, HoG, Mer treads, BV or sunfire, Tri-force
Skill order: Max Q first then E, R when you can always put 1 point in W at lvl 4

Psh practically making guides on the forums lol i try to explain the 2 and simple and short as i possibly could.. Imo going straight tanky is over-kill because hes already pretty tanky with just a couple items but same goes for going straight dps cause hes already got good dmg as it is.
