yea but he does have a point, all the Tenacity items are cheap and not good final items, so you will want to sell them end game if you have the gold to buy a legendary item...in which case you won't have any CC reduction anymore. The boots stay with you, though.
I see this better for early game CC reduction but a problem late game, will probably end up getting Mercs for the most part anyways.

but as i said in another thread, they are not late game items so the majority of people wont buy them, the ap one may work on vlad mid game as he gets cd boots. as for cirt version i cud only think of tyrn and gangplank.
