I was thinking the ultimate wouldn't be more than 2ish seconds MAX, which really wouldn't be THAT bad - if your allies run away, you have a chance to run too, but if your allies commit to the fight, you're disabled. It's no worse than a Rammus or Shen taunt, or a pre-nerf Sion stun or Taric long-range dazzle.
Yes but in a teamfight scenario if your allies run away... you die. You're still being feared while they're moving away too so you can't escape until they move away, so even if it's 2 seconds it keeps refreshing until your allies move away, so essentially it's infinite (unless you're saying there a time between the fears where you aren't being feared?)
Your ult instantly makes a teamfight 5v4 the way you have it. Like I said though I think a silence would work for your ult though, and fit the theme well.

I vote for first skillset, and I STRONGLY agree with the idea of a Debuff Warlock-like person in such a game. Except... for first skillset, I'd make the CC last longer, and, instead of refreshing due to enemy champs being nearby, make it that CDR to enemy champs. For example. Ult cooldown- 20 seconds ( + Affect duration time), being its only a CC. each enemy champ -5 seconds. If entire team present, spam ult, but it will drain a good bit of mana..
I disagree with the second skillset because it's all either Skillshots or Auto attacking, which means the champ will have to be able to get close and last awhile to pop the debuffs that will squishify the enemy tank... With the first skillset, the Q is a target ability, and you also have an anti-escape mechanism! How cool is that?

EDIT: Please note that this is a skillset CONCEPT poll. Whether it is OP or not is irrelevent because no damage nor CC duration has been made.
Then again I still think it would be difficult to balance, which ironicly is why in some cases the concept itself has to be changed in order to balance it.
