I think you're forgetting something very important.. It increases damage the targets hit take by 14% for 5sec. That's pretty ****ing devastating in teamfights.

Yup, even a bad vlad can lay down an ult and change the team fight in his teams favor.

AP is always win with Vlad. And
Abyssal Mask should almost be considered a core item for Vlad. It is an amazing item that is far under appreciated.
Warmogs is a situational item for Vlad. It has its uses. I have a huge section just on it within my guide in which I discuss it extensively. Unfortunately the last
Crimson Pact nerf really hurt it. But it still has a place. But for it to be truly effective one MUST always have 3-4 stacks of
Tides of Blood up at all times. If not then the effectiveness of the item is almost completely lost on Vlad if you use it as only an HP item.
As for the lack of Vlads... I think that the nerfs have trimmed the fat off the Vlad community. For a while there a monkey with a keyboard could win with Vlad. Now most of what is left are the ones that truly knew how to play him. Though I still occasionally see some bad Vlads, especially recently. It almost... saddens me to see them. I am just glad they are not on my team. But I still try to help them afterward if I can. Or if they let me. A few have.
I personally stopped playing him constantly because I, as a summoner, was an incomplete player and needed to expand and learn how to play other roles better, specifically as a tank (I love
Jarvan IV) and as a ranged AD (Hello
Vayne the female version of Blade). Next I have to work on my Jungling.
It is funny though... some of us (I know DEWO also was for sure) have been advocating the use of spell vamp on Vlad for many months now if not even longer. Nice to see the higher ELO folks finally catching up. =)

1. Vladimir, imo, is less common because of 1 reason. He's boring.
His kit is very easy to learn, and doesn't allow the enemy much counterplay. Once you get the hang of playing him, he gets very very VERY repetitive... It's not very thought provoking, unless the enemy is specifically good against you, you can usually faceroll in lane.
(This reminds me of one of my double-clarivoyance games. I saw Vlad going top, so I specifically sent Zilean top, because my intuition told me his bombs would work nicely. Low and behold, top lane did very well with Zilean's constant harass outranging Vlad)
Q = Heal + mini-nuke
W = Untargetable escape mech
E = AoE
R = Land it, and Q+W+E are stronger.
2. Building AP is better then building HP, unless there's sum specific counter you're doing. In which case, Sunfire and Randuin would be better for the armor.
3. He heals enough. Spell-vamp proportionally trades power for sustainability. Vladimir is the last person you need more sustainability on. Although a mid-game Spell Revolver is not uncommon.
4. Transfusion IS an issue.
Riot has been looking to nerf sustainability. Transfusion, along with Nidalee, (Taric?) and Warwick's heals are the only strong low-cd heals left in the game. Nidalee's heal is soon getting a nerf, and Warwick's balanced for being melee-ranged.
Vladimir's heal is the only one left unaddressed, and personally, I'd make a portion of 20~40% of it's current heal turn into a temporary blood-shield (either giving effective HP, or raising his MR/Armor) instead. Shields have been found to work well with Riot's ideas, that's how they changed Soraka.

early hextech revolver is the best thing to do on vlad just before you finish your boots. your staypower on lane is unbelieveable and well played just noone can zone you out. that means moar farm so you can get kills just as supporting your mates. 5% more spellvamp with WotA is not worth spending nearly 900 gold the only situation you should build this is if you got another low CD caster in your team.

is often dumb. you should not build that much resistances on vlad. the thing that makes vlad so strong is that he heals himself and not that he takes less damage. spamming your transfusion is elementaly to a good playstyle.
getting warmogs is worse on vlad. it may give you alot of hp due to the passive nerf it is not worth buying it because youre not a tank and you should not as i said above build resists to max your effective hp.
too much vladimirs just cant play good, your pool should be enough to survive in combination with your spellvamp. a quicksilver sash is enough to avoid gettin in trouble, dont forget your pool it is a defensive spell and NOT an offensive
the best thing you can do on vlad is playing him as a selfhealing low CD caster.
rylais is ways too expensive to get it fast so hextech must be the first step. if game tendents for you to get loads of kills you get rabadons. if you get kicked your nuts you get rylais. end of the story

No one plays vlad because he's super easy to play, and very boring after a while (10 games +). Look up Atom1c, he's the only truly successful vlad player today (even then he's not that great).
Yea, Vlad just screams easymode.
