Zep, you're contradicting yourself.. Dodge reduces damage of auto attacks only, while armor works with all physical damage.
Dodge runes are for the MS boost from the mastery. Armor reduces more overall damage, especially in lategame.

Armor seals are only useful during early game, in which the player should not get auto-attacked all that much. Spells however is a different story, but then again if you're getting poked by someone like Vayne or Janna you might as well get dodge. As for late-game you'll get enough armor to overshadow the value of the seals considering they only add about less than 5% reduction against physical attacks by then.
As for dodge vs. armor seals when jungling I'm not entirely sure,
Someone should have calculated that already, but pr0 junglers still use armor seals for some reason.

Unless you have the dodge mastery you're better off with armor.
