I sometimes buy it on Annie. But, whether or not I keep it to be built into a Lich Bane depends on the game.

It is a nice idea but there are better items for her.
Now that her AP ratios are pretty much OP... you dont need another source of damage other than your spells... you are melting ppl anyway.
Staff/RoA -> Rabadon is all you need (exept sorc boots) than you can take whatever you want.
It can be Rylai for more surv or WotA for healing, Morello for CDR or LB.
If you can go squishy a good combo would be:
Tear/Sorc boots/Archangel/Rabadon/LB
A nice synergy on mana on staff and lb with archangels passive. But it is risky since you will be more of a glasscannon.

Glasscannon used to be my favorite playstyle, but then again I mained Kassadin forever... Rabadon's stacking FTW!

I would prefer to focus on placing more spells not autoatacks since more spells = more stuns.
Anyway you should be able to RWQ insta kill anyone non tank. Or even take down a team 50-70% HP just with RW.

Range doesn't matter, AP ratios do.
Lich Bane is generally for heroes with lower AP ratios that are still built AP because there is no other way to build them. Either that, or they're bulky enough to be able to use basic attacks without having to reposition.
Yes, positioning. Positioning is huge when playing a caster against a competent team. I keep saying a competent team, but really most MOBAFire people haven't played against one before... I'm the main caster player on my team and I can tell you that during the team fight when it's 5v5, you won't have time to use basic attacks. You'll constantly be moving around and repositioning.
When chasing (if winning team fight), you don't want to stop to basic attack either UNLESS 1) you have a reliable stun/slow and 2) your attack SPEED is relatively fast. Mages aren't AD carries, they generally don't have some way to quickly reposition themselves (see Corki, Tristana, Vayne, Ezreal, Caitlyn, etc) and and rely on stuns/slows.
What does this mean? This mean they can only disable a few enemies rather than reposition themselves entirely; against coordinated teams, you still won't get away. This means you can ONLY cast spells and reposition, there is absolutely no time to use basic attacks.
That being said, if you happen to have a gap closer, that works too (ie. Kassadin)
