Your build is almost the exact same as Madmack's and I disagree with your masteries (why not get cdr for spamming of volley and magic pen which helps ulti?) and I don't like your skilling order as Volley is your main focus of damage, even just 1 point in Frost Shot is enough to keep them permanently slowed.
i knw many would miss meki but i love it when i start spamming my volley at early game ....

many people who play ashe would notice that when ever they get to lvl 6 they dn't have enough for they ult... so meki pendant is there to cover tht up...
going onto survivability if u r a good ashe u would farm alot n last hit the minion ...
n hitting the enemy whenever he use his ablilty ..
for eg.... if Gp using his gun on a minion then u should charge in hit him with volley...
i usually stay in lane for about 20mins straight witout lossing much of my health and enough mana to spam volley n my ult ...
but a doran blade n doran sheild is also a good way to start .. but i pefer to use volley n ult as much as possible in game ...
