Nunu deserves a nerf, he's such a powerful jungler, ganker, counter-jungler, flippin' everything you need in a jungler. It just hurts my head to play against him, and he also gives huge bonuses to the carry and can perma-slow to boot.

The issues revolve around a few things;
* Double-dipping passive snowballing: Vlad's passive (and Jax's, for example) give a ton of free gold by the end of the game and make them hard to starve or keep down. When offense builds into defense, you essentially limit the requisite gold to be effective and make them take over the game if they do get the gold.
* Much more effort and resources go into countering than utilizing: the counters to Vlad are impractical and typically end up gimping you in other ways (such as getting your own early farm), while getting great effect out of Vlad is extremely forgiving. This also is the effect he has in low elo where newer players feel he can't be dealt with.
* Anti-attrition: Vlad no only lifesteals on his primary nuke, but he also utilizes no resources. Combine this with a good range and powerful escape tool, and he just stagnates his lane out and free farms. In games of high-skill, ganks are risky and costly - Vlad will most likely be safe enough to make them futile and waste others' time, earning a team gold advantage.
* Team damage amp: Even if you do dominate Vlad or starve him, he's always a powerful AOE damage multiplier without much farm. This gives him additional forgiving play.
The contention comes so heavily for Vlad because he's popular, and people don't like getting nerfed. Vlad is a pretty clear-cut case in balance, otherwise.

We're working on him pretty soon, we're evaluating cool ways to do those Nasus/Veigar farm skills and make the character consistent.
That mechanic has to go, at least in its uncapped state; it makes characters unbalancable and too many best case/worst case differences.
