Well now what you did is made it underpowered. 8 is like nothing.

Plus, if you get tenacity, you won't be able to use the other half of this elixir, and many people get tenacity...

personally I would just buff the movespeed but remove the ccr effect completely and put some other in.

like dodge.

or something.

Well it automatically stacks with tenacity. Just, diminishing returns.

Hmm.. What if the MS buff was 12?

Well guess you are right, but some carries do not get it and it could make room for selling Elaia's and buy this potion in lategame for tenacity?

Why not make it give Movement Speed & Dodge? That would probably be way better than Tenacity.

Don't have enough dodge items for Jax these days. :<

Very simple but also very nice. How does it scale with level though? And slow reduction over CC in general is more balanced considering the cost. 4 minutes of CC reduction OP considering items with tenacity on them are rather expensive in comparison to elixers.
