You won't, but at some point you'll probably have to anyways (easy kill; saving stupid lane partner; etc.), and then you'll deal the highest amount of damage + highest slow%. One point in Q is also perfectly fine for improved last hitting early game.

It's predominantly about the situation I believe. If you're strictly jungling with Xin then maxxing Q>E until you leave the jungle is a solid option.
If laning with Xin then snagging 1 point in Q while focusing on maxxinf E migh be better. Charge someone they flash away and avoid your damage, they step into range again and they are charged then slowed for more thus allowing you to get more damage on them in combination with your Q proc and W increasing the rate at which you strike.
Audacious Charge is prodominantly a gap closer, but it can do some solid initial damage and it to my knowledge is damage that cannot be dodged making it a solid skill.
Q having more damage when you "toggle" it is nice but perhaps at earlier levels your three hits may be slow (even with W on), too slow to actually add to your burst effectively. But with AC you get solid damage, an even better slow meaning you will have more time hitting your target.
So perhaps the answer lies more with how you build, if you go for early game attack speed or if you go for early game damage.

Q: 225 damage (+ 3 normal hits equal to AD)
E: 230 damage (+ 3 normal hits equal to AD)
so with 100 AD (to a champion with 0 MR and 0 Armor) it's:
Q: 525 damage
E: 530 damage
Take into account that you might not hit 3 hit-combo without more slow from E; remember you can save teammates with better slow; and also remember that most people will stack armor to stop Xin - bam, 230 MAGIC damage.

ALSO: Less buff dependence than E max, which is one of Xin's strengths, lack of buff dependence, and I'd like to keep it that way. Better that the blue buff goes to that

The cooldown on Q (on average) is pretty short when jungling with W, making Q a no-brainer when jungling. Whilst laning its probably a more situational choice and depends on your opponent. I definitely think you are more likely to land 2 TTS then 2 charges though.

I take the points into Mpen in the offensive mastery tree. It works well on Corki and Xin both champs with some sort of AP damage.
@someone who replied to my earlier post: The reason to take TTS in the lane over AC is the fact that we are dealing with potentially greedy people, not a computer AI that simply stands and attacks you while you melt their faces. It's possible that we will be on the defensive in the lane rather than aggressively ganking. With a greater chance of fighting in lane it is more likely we will be able to get 3 hits on our target with TTS so the bonus damage becomes more beneficial if someone commits to a fight. AC is predominantly an initiator and though doing a nice chunk of damage it doesn't lend itself when having a duel as well as TTS would. ((I mean when someone commits to a fight they are there to fight if they are ranged they might try to kite. But melee champs like Master Yi, Tryndamere etc. All have to be in your face to do damage, thus TTS will be more useful as a sustained damage combo rather than a burst gank type of attack.))
Side note: When someone commits to a fight the bonus slow from AC becomes worthless, once again another reason why TTS probably serves better in a lane rather than AC.
