Perhaps, but if we forced them to do that can you imagine the amount of rage and QQ that would be generated? Doing that would almost certainly cause the majority of the EU playerbase to completely stop playing the game.
Although I'm sure quite a few people are already thinking about not playing anymore.
Which would probably reduce the maintenance costs... or they'd get more servers to give to the US
