Yes, some people get the Tear sooner but that takes away alot of AP in my opinion; it's just different playstyles I guess. Also, that's why I take Clarity.
I know that I shouldn't put situational items in the item, but some people don't even look at the guide (like that first comment guy) and think "oh, it only has 5 items".
Yes, Rylai's isn't the greatest choice, but that's why it's a situational item; I get it when I want just a little more HP and fast AP (without waiting for Rod of Ages stacks).
I'm always willing to improve my playstyle; I'll try those Clarity Runes and maybe building a Philosopher's Stone. Thanks for the suggestions :D
Also Rylai's is a terrible choice on Lux. the slow is useless on her root and shield. She already has a slow that is greater than 15% and her ult is only used every 24 seconds (IF you have 40CDR...which you would have a hard time reaching/holding against a competent team). Thus spending 3100g on a slow for your slow and ult is pretty bad. Sure, it gives some more ap and 500hp, but there are better alternatives.
I realize a lot of builds call for soulstealer and lich bane...but any team that is decently organized can and will focus you down if you're getting in range to auto-attack. Pick one, not both imo.
clarity runes surpass replenishment after level 6.
summoner spell clarity is unncessary after early game. I find building a philospher's stone much more appealing than running an early game-oriented build.

If you actualy bothered to read the Items chapter, it explains the 6th item I pick (which is situational).
And you CAN do Q-E-E... A skill's level can be as high as [CurrentLevel] / 2 rounded up.
Assuming I'm level 3, (and 3/2 = 1,5 which is 2 rounded up), I can have one skill level 2.
