I'm liking this.
If they do it right, Junglers can stay in the jungle past level6, instead of laning.
This will also bring up the viability of other less common junglers, like Maokai, Singed, and Nasus.
The increased spawn means laners can also poach and level faster.
Mid game will also be naturally shorter if you clear the jungle, because everyone will level faster.
Overall, I think it'll free up both lane and jungle game play by a lot. (Again, if they do it right)

I hope they don't make it too easy. I like facing a good Trundle/Nunu and seeing how much we can take from the other's jungle.

It should be rewarding to risk your life by going into the enemy's jungle and stealing something which gets you no kills, though it puts your life on the line a GREAT deal if the enemy CV's you or they ward well/spot you. Successful counter jungling takes a great deal of skill (I've FAR from mastered it myself), and is the only thing that makes some junglers viable/improves their viability a great deal (Shaco/Nunu/Trundle come to mind). Though I don't like to reject changes, this one sounds like a change for the worse, and rewards unskilled play over skilled play.
I'd hate for it to be "stick to your jungle or you'll do worse than otherwise".

Counter-jungling only arose because normal jungling is so incredibly inefficient.
It's risky business that is borderline anti-fun (keyword: borderline), because it can hurt the enemy jungler so much, while only granting you minimal gold/exp benefits.
The snowball effect of counter-jungling depends on how players handle being/doing counter-jungling.
Like... The only counter to counter jungling is good allies to guard (which dies as soon as lane starts) and doing some counter-jungling yourself.
A game method's counter shouldn't be itself.
You wouldn't want the only counter to enemy healing to be allied healing to outheal their team. That's why Wounds and Ignite were invented.

You forgot -
Wards, Clairvoyance, wards, map awareness, wards, knowing the enemies path, wards, using Smite, wards, knowing how offensive your enemy is by examining his route, wards.
The fact of the matter is - good counter jungling is EXTREMELY hard to pull off effectively. If you let them get to your jungle and take stuff then you need to prepare better and/or predict their movements and get someone to guard your camp.
I don't see why jungling needs to be dumbed down. There's no logical explanation. Make it easier for low level summoners, sure. Don't dumb it down though. Please, Riot, I beg of you.
Edit: Oh, and counter jungling arose to have some sort of way to harm an enemies jungle which is similar to ganking a lane... otherwise, in the jungle you're untouchable and don't need a brain. It arose because it's better to do that, because jungling is in EVERY team for a reason. Harming a jungler is like shutting down the perfect counter to your team. You want to do it.
