It works like this: You put one target to sleep, it just can't do anything while it's asleep. Sleep in a NORMAL GAME lasted like forever. You only get unsleeped once the unit got hit. You could also target your own units in WC3 therefore your teammates could hit you when you're put to sleep in DotA.

I can't see how the putting someone to sleep would be balanced.
Maybe if you put someone to sleep and they became immune to damage for a certain duration that might be interesting.

Sleep is no different from a stun, except it could theoretically be more long duration and have a damage-based flaw to disturb the sleeper.
Riots have said that they don't like Sleep because it's overall difficult to convey to users the difference between sleep and stuns (including requiring new animations for every champion) and just isn't very fun to use or be afflicted with.

I'm pretty sure confuse is classified as a fear and as for sleep maybe a silence or stun.
