Health per level is your best bet on seals, a.k.a. Greater Seal of Vitality. Flat Armor a.k.a. 
Greater Seal of Armor also works.

These are best.You can get substantial magic resist from
Mercury's Treads and Lich Bane, but Armor isn't a core stat in Akali's typical builds. You get plenty of AP from standard items, and Rylai's Crystal Scepter provides enough effective health.Armor is cheap, useful for junglers and significant to your survivability all game long.
