LW is good. But prolly not on Wukong.
"Blizzard spoke thus; Thou shalt not BM. And the players replied Nay, I shall Play my hand with Lethal already on the board. And so Blizzard sent unto them this Brawl of Yogg, As a lesson for their sins of Pride and Greed, for he is the Prophet of Madness and RNG. On that day, the tavern descended into an era of chaos and darkness, until the weekend passed and everyone forgot all about it. Amen. Book of SMOrc, Verse 20, Chapter 4." - Feam T

Last Whisper on over Black Cleaver.

Ashe, Ezreal, Caitlyn and Sivir(but she's not really viable). Just to name a few carries.

Also Urgot, Jarvan, Lee Sin, and Yorick. Gangplank/Pantheon/Nocturne as well if not buying Ghostblade.
Urgot and the others aren't really carries, I only mentioned carries.
On Yorick I think TBC is better. Agree with the rest, BUT all of those but pantheon should build tanky and LW isn't the best item for a tanky champion.

It's stats just aren't worthwhile relative to how much armor people build or how much AD most champions want from an item; plus, the general nature of %armor-penetration.
Because WuKong has 3 physical damage dealing abilities though, LW barely suceeds in being a situational item in my opinion.
