But good enemies won't let you land that first hit and your W has a 25sec CD on lvl1..

Why argue every little point and detail?
The fact of the matter is, and this is what is being argued, IF SHE HITS HER 100% CRIT FIRST SHOT AND A VOLLEY, IT WILL DO A MASSIVE BURST DAMAGE TO THE ENEMY.
Adding in extra variables really just drags this on for the sheer sake of arguing.

Ashe is the weakest carry damage wise, but the strongest utility wise. That's why she's so good at higher elos.
