Cool champion idea, first ranged AP offtank I know of.
I don't find him OP (but I could be wrong, I actually find him a bit UP.
His HP/5 is extremely low, lower than all champions I know, this should almost definetly be higher imo.
Also you made a small mistake AS at lvl 18 is 0,912 (which is Low).
I really like his Q, but what is the casting range?
I do like this champion, but imo he lacks some decent CC or escape tool. His ult is useful but I would decrease the time of being caught from 2.5 to 2 seconds.

Basic idea:
Pustynia uses sand for attacks and he can manipulate it to attack or defend himself. He primarily uses the sand to create attacking snakes and to harden his skin. (Some might know Gaara from Naruto).
His sand works like energy, but he gains it faster from moving around.
Base Stats:

Passive - Sandsucker
When Pustynia is moving around he recovers sand(energy) 10/17/24% faster. If he moves around for 12/10/8 seconds without being hit by an enemy champion his next spell can be cast for free. (Kinda like Nunu's passive).
Q - Bloodseeker (skillshot – Like Mundo's cleaver)
Pustynia hurls a sandsnake in front of him dealing 110/125/140/155/170(+0.8 AP) magic damage on impact. It then sticks to the target for 3/4/5* seconds and the Pustynia will leech 20/30/40/50/60 HP each second Pustynia is closer to his target than when he cast the spell. If a target is killed by this ability Pustynia gains 0.25 armor and magic resistance permanently.
*Upgrades in level 1/3/5.
Cooldown: 6 seconds on all levels
Cost: 50 sand (energy)
Range: 800
W - Quicksand
Pustynia creates an area of quicksand on the ground, where enemies are attacked by sandcobras if they are in it for too long.
Quicksand slows enemies for 20/23/26/29/32%. If an enemy is standing in the sand for 3 second he is rooted for 1,5 seconds on all levels taking 50/60/70/80/90 true damage (+0.25 AP)
Cooldown: 15/14/13/12/11 seconds
Duration: Quicksand is on the ground for 3.5/4/4.5/5/5.5 seconds.
Cost: 75/70/65/60/55 sand (energy)
Radius: 425
E – Snakeskin to win
Pustynia summons sandsnakes around his body to protect himself against enemy attacks.
Pustynia creates a shield around himself giving him 22/26/30/34/38 extra magic resistance +(50% of the magic resistance gained from Bloodseeker). He gains 6/7/8/9/10 extra armor for each physical attack he is hit by during Snakeskin to win.
If he is hit my melee attacks, he returns 5/7/9/11/13% of the damage.
Cooldown: 14 seconds on all levels.
Duration: 7 seconds on all levels.
Cost: 70/65/60/55/50 sand (energy)
R (ultimate) – Snakestorm of the desert
Pustynia creates a sandstorm of snakes around his body dealing damage and blinding enemies.
Snakestorm of the deserts deals 80/110/140 damage per second (+0.2 ability power) in magic damage. If an enemy is caught in the storm for 2 seconds he/she is blinded for 1.5 seconds and is slowed by 15/20/25% for 2.5 seconds. Stacks up to 2 times.
Cooldown: 110 seconds
Duration: 6 seconds on all levels.
Cost: 100 energy on all levels
Radius: 600 range around Pustynia's body.
