Do that math for me please. I'm not receiving your logic. I'm only roughly estimating here, but with 40% CDR. The increased 3second cd-reduce on-hit will actually be faster. 16 sec -> 9.6 sec w/ cdr -> hit 3 times. 4 seconds total passed (roughly...) 20 sec -> 12 sec w/ cdr -> hit 4 times. Roughly 3~4 seconds pass. Marginally, you will be casting more then originally. Of course only in combat, it will still be highly restricted. As intended.[/quote]

Who here knows why on-release Xin Zhao was OP? It was because of his base attack speed. They only reduced it by less the 1 per second and that was actually enough to bring him back down to the ground. (Along with a 1~2 other small ability tweaks that aren't worth mentioning) Increasing Base Attack Speed is a very stealth sort of buff. That's because it buffs all subsequent Attack Speed items. AS items scale with your BASE attack speed. Therefore, if you have a higher base, attack speed items work better on you as well. [[Stark's Fervor]] is a solid item for aura-tank Taric. You'll definitely notice.[/quote]
