I love Veigar. I've had many amazing games with him.
It's not that his skill set is lacking (it isn't it's a great skill set).
But here are some of the reasons at higher ELO why Veigar is currently NOT viable.
Early Game sucks; his mana costs are too high and his passive does not compensate for that. His Q only really helps him farm once it is about rank 3 and up. His biggest draw is his anti AP carry ultimate, but you have to be able to execute your combo on the enemy amidst a number of tanky men who can all crush you in moments. His hardest hitting skill is Dark Matter (aside from his ultimate ofc) but his Event Horizon is easily countered by merc treads. Meaning you might land the stun but Dark Matter might be avoided entirely making you miss a lot of your damage. Currently Veigar doesn't fit the meta because his build typically forgoes early defensive items like a Rod of Ages, meaning he is squishie. Viable ~offtanky AP nukers are Annie/Brand/Casseopia/ Malzahar. The reason they are viable is because they generally build RoA. These are mainly my views/understandings of why Veigar might not be the most viable pick with this current tanky men meta.

Here's the thing about Veigar... He's an anti-mage tool. Not much else. He does it very well though and is only worth picking if you know that the game is going to be long or, they have a good AP person for you to counter.

veigar is my number one pick for free brand/annie/leblanc week along with new mage champion release and that champs first freeweek.
veigar is really fun to play but as everyone else has mentioned his problems, i usually like to get a quick tear and fiendish codex which adds some good regen for farming q.
oh thats the other problem with veigar, hes completely reliant on getting good q farm. otherwise he just completely drops.

I've already suggested some qol (quality of life) changes for him:
-reduce mana costs
-reduce Q's CD drastically early game. 5/4/3/2/1 would be nice.
-reduce fall time on Dark Matter
-perhaps make Event Horizon apply a short duration slow ~2-3 seconds after the stun wears off
-fix his range issues. Event horizon can be cast at a greater range than any of Veigar's other abilities meaning he has to be danger close to get off his combo otherwise he misses his opprutunity and the risk reward is completely RNG based. Close enough to get his combo is close enough to be ripped to shreds. Too far away and you can't get your combo off making your Event Horizon and DM worthless if you can't land all your abilities properly.
-Turn his passive into a mini tear of the goddess to aid in his early game potential.

Half of those changes are bad :P
Also; Kassadin is a better anti mage than Veigar.

mainly i pick veigar to counter annie (dont know why but she is always making quadra kills on my team when I dont counter her :/ [ "BANSHEES!?! U NOOB!! OMFG IDIOT!! WHY BUY BANSHEES IF U NO ARE TANK!?!?!??!] )
so ye, in my opinion he is pretty useful, hah not even gonna mention his op spells, or wait I will, lategame 1200+ (+80% ap) dmg with ulti (remember the no banshee thing, this works for enemy team aswell = no MR), around 500-600 with Q and around those 900 with W... ah yeah did I tell you about that minimum 3 enemy stun? (no mercurys, stun last forever ftw) so I usually one hit annie in the first second of the fight then it goes on 4vs5, enemy team is immune to my tanks magnet (doesnt work the other way round :( ) so they focus all their fire power on me... >:D muhahah 'press 2' immune for 2 seconds, sometimes my team kills the second enemy although thats rare due to the before mentioned tank-atack-magnet, but now i have my q and w again, plexus baaaam
anyways, why did i do this thread... ah yeah why do people put him in the lowest tier in their tier lists?
