Veigar users are really dependant on luck, skill and teammates(aka Luck). I don't know, but it seems that the better my teammate, the better the overall gameplay (It affects greatly) and wayy better game, but despite having an AMAZING lane partner, in late game, Veigar really won't shine. In any ELO, a crazy nuker Annie would camp outside the teamfight, waiting patiently for her nemesys to come by and EXPLODE his face. Or at least that always happens to me ._.

Veigar should be mid....Unless you do AP+Support bot. (Viable in Veigars case with Taric or Soraka). If you let Veigar farm it's GG, end the game by 25-30 minutes and Veigar shouldn't have had the time to get into his "wheel-house" of AP farmage.

I put him mid simply because at around level 9 he can just pop a Dark Matter into wraiths, and kill the big one with a Q because of travel time.

Actually, Veigar is only being banned against Cursed gaming, pretty much a terror ban on nyjacky who probably plays the best Veigar in the game right now. It's the same as teams banning Hotshot's cho or Westrice's akali.
And keep in mind this is also teamplay, where the jungler is capable of babysitting veigar early on a lot more easily than in solo queue matches.
Having said this, I'm probably going to start playing more Veigar in solo queue. I've got gold pretty secure.. Nothing to lose really :)

Veigar needs the Annie treatment. He needs his mana costs updated. But as Annie, I stay FAR. FAAAAAAR away from him... He's damn powerful, but I don't necessarily think he's on the same level as Annie, simply because he can't walk into a 4v1 with a chance of a quadrakill. He's got only one Aoe damage ability, that's hard to land without his E. Whereas Annie can DESTROY a bunch of enemies with good placement of her ult.
Tibbers is just simply too good. Annie's AOE> Veigar's Aoe. Veigar's single target > Annie's
