^i think that would be overpowered. Having legendary tier items with CC reduction would be too powerful. The main reason why merc treads is overpowered is because it's useful at ALL stages of the game purely because it's a boot choice. To keep the other tenacity items from being overpowered they can't scale TOO well into the late game, otherwise they'd need to be extremely expensive, therefore making them not better than merc treads. My main point here is that the tenacity items currently have stats that pale in comparison even to the doran's items and thus they are completely useless beyond early game. These slight buffs would give them better scaling into mid game while avoiding that stage of being overpowered in late game.

Eleisa's Miracle is a legendary tier item, it can't be upgraded anymore.

If they make the tenacity remain at 25 but make the items good for lategame I don't think it will be a problem.

The problem with tenacity items is, that no one wants to waste an item slot to %25 attack speed(in case you buy
Berserker's Greaves instead of
Mercury's Treads, and waste an item slot on an extra item for tenacity). That is a mere example, of course.
