don't get swiftness or ninja tabi, merc treads or cd boots are probably the best choice

Use Movement Speed runes,
Greater Quintessences of Swiftness. If you don't have these Boots of Swiftness are a must, so you can keep people in your Judgment.
With the proper rune set:
If they have 3 or more tenacity-blocked stuns, take Mercury's Treads. Hard crowd control will stop you being able to move while in Judgment.
If they are strongly auto-attacker heavy, use Ninja Tabi.
If you are just snowballing and do not need any defensive boots, use Ionian Boots of Lucidity. This will allow all of your cooldowns to come up faster, which Garen is quite reliant on to do his maximum DPS (also known as Demacia Per Second).
