I just wanted to thank everyone for the comments. I have read each I just don't know if I have anything constructive to add. I am new to League of Legends and just trying to figure out the comparisons and differences between this game and Dota. In my experience it just seems like ranged dominate melee in this game.

Someone posting once upon a time that had a graph on it proving that the flat seals fall off dramatically towards the end of the game.
News flash everyone, MR per level is better end game than flat MR >:P
I dunno, because of Jax's passive, you're going to have loads of HP to really make the most of the MR per level.
Also, at level 9 flat are still slightly better, and at level 10 MR per level become better.
Magic damage peaks around levels 7-13 in my opinion, So you're already hitting the point where it's having it's greatest effect.
In CERTAIN lanes, you can absolutely take Flat. Akali, Rumble, etc, may be instances where you're anticipating very high magic damage output.
In 90% of lanes however, I don't think it's worth it, because MR per level becomes equal and better around level 9-10 anyway. (Very early for a solo laner)

I prefer flash on Singed. He already has a built in ghost and with Force of Nature and move speed quints (Also I run utility and take the 3% move speed) then that's a lot of move speed already.

Generally I find that flat MR runes are only better on champions you trade-blows with in earl levels. I tend to prefer farming on jax until I can get some lifesteal. But honestly, both work, however since you said you're having trouble laning it sounds like flat MR would be better for you

Thanks for the Signature MissMaw!
A lot of what was said here Irish went way more in depth than what you're honestly looking for. I would recommend trying out a bunch of different champs, because this isn't DoTA.
I was in the same situation as you about 2 months ago.
One of the best pieces of advice that I got is to start playing normal games against people. Especially at the low levels, they won't be nearly as balanced or clever as the bot teams you'll be facing in the vs. AI mode.
Once you start facing people you'll probably quickly do well, mainly because you do have prior experience.
Jax is great, and you could main him, but don't lock yourself down too quickly.

Like i said I´m putting "that" topic aside, since there´s some value watching good player, but in my opinion, watching someone who´s said to be, "totally awesome" and "one of the best" isnt even close as helpfull as talking with some ppl who are in your range.
2)
Did you even watch the video?
The point i wanted to cut there is, that even if you prefer watching vids of some pro players, THIS video shows absolutely nothing helpfull since 2/3+ of the time Jax stays in top lane totally untouched by anything and ofc totally ignored by the moderators/camera. The moment he decided to engage is the moment the other team already lost thanks to their bad play. (I mean Jax was COMPLETELY ignored, pushing first tower and such... true display of the way to use Jax, huh?)
And hey if you got those games often, congratz.
@Xenasis:
Never said Dorans Ring was "good" only said it´s better than Blade.
Since, on personal opinion, the dmg output benefits way more using AP (Same Dmg boost on Leap comparing Blade and Ring + boosting your Stun) also that "high amount" of lifeleech holds the same value to me as the Mana/Reg on Ring.Since every of Jax spells does magical dmg and none proccs on hit effects (maybe Empower but I´m not skilling that on until last) it´s completely useless if some ranged keeps you at bay.
Also as an alternative I mentioned buying Tome + pot going for Hextech early (THATS sth to keep your life up with) but that would be 130 perm life against 200 reg from pot early.
