Yes Amumu is a strong tank. In no way is he the best though. In a coordinated team, he's OP due to his amazing initiation prowess. In solo queue, he's strong because he can build damage and still tank if he needs to. He's a much stronger straight tank though because of his damage reduction.

Amumu is the best tank -who can jungle-
He's not the -best tank-
Cho Gath is just as good if not better, (In my opinion he's a lot better, but Amumu allows you to have a solo lane do something other than tank which is his biggest strength) and Singed is an excellent tank as well if you build Rylai's on him. Cho can jungle but I feel he does too well in a solo top to not lane him if you get him on your team. It'd be a waste of one of the strongest solo lanes in the game.
Anyway, back on topic.
Shen has become a nice little tank in the sense that the buffs to his AP ratios justifies purchase of a Rylai's. I would build him with a Rylai's, and other nice tank items like Randuin's, Warmogg's, Force of Nature, GA, and if you're stomping or you find you need your ult to shield more damage and you're not in any danger, you can even buy a Rabadon's for lulzy shields and ults.
He's become more versatile.
In change, Taric has been changed and he's a better teamfighter than he used to be, with Shatter having utility after use and his ult dealing damage with a sustained effect as well. He's able to get in and contribute a bit of hurt to the whole thing more than before, and still buff his team.
Good items on Taric might include Aegis, Rylai's (Need to test, but I think it would be good) RoA, GA, Frozen Heart, Banshee's Veil or FoN, Warmoggs, DFG, rabadon's etc. His kit if fairly flexible. Frozen mallet is even a decent buy on him if you go tanky enough.

Not to say that Amumu isn't good. There's a reason he's a top ban right now.

I wouldn't say they're both amazing. Shen's clear is mediocre at best - 4:20 to level 4. He does sustain incredibly well though.
Cho'Gath is a fine jungler and is quite versatile but he's just SO GOOD IN LANE

Hahah I have Amumu already and I thought he was known as being the #1 tank?
Mumu's probably the number 1 "main tank" just because of his jungle prowess and massive CC and the fact that he can't and also doesn't have to build anything else than main tank to be effective.
Singed/Cho'Gath, on the other hand, can tank similar amounts of punishment while offering much more in other aspects and falling behind in jungling, ganking, and massive massive CC. However, they generally offer more damage and are much more powerful laners, as well as having more versatility in their item builds.
