Shen actually does solo top fairly well but he doesn't CS as well as Cho and if you're making the argument, Cho Gath is better at both jungle and solo lane than Shen. Shen's passive and his vorpal blades do make him a decent solo laner due to his functioning on energy. I wouldn't say he's a -SUPERB- solo, but he can certainly do it.
Cho however, is a more aggressive champ with built in sustain and AoE, he's going to clear faster and farm more easily no matter where he is.
However, I prefer solo lane Cho and jungle Shen. I think Cho Gath belongs in a solo lane, he's just too damn good at it.
And Shen is perfectly suited for the jungle, because no matter where he is, or what he's doing/clearing/etc, he's not going to screw your team by losing a lane when he ults. It's a convenient role for him to fulfill.
@Psiguard,
Pantheon with wriggle's has a comparable effect to Shen in terms of map presence, but pantheon's first 3-4 levels in the jungle are awful. His ganks are very good though.
Also, I've personally jungled Cho. He performs the function very well. I still don't think there's too much reason to jungle him, he beats almost every champion in the game with relative ease in a solo lane.
Also, Amumu is NEVER banned at higher levels of play right now. He's only banned at lower levels of play, where everyone hates Amumu forever because everyone fights in tight spaces in the jungle, even when they see Amumu on the enemy team and naturally get blown the fk up all at once. :P He will always be a top ban at low levels of play. I've NEVER heard a 1100 player tell me "We don't need to ban Amumu this game, we can just stay out of tight spaces and we'll be fine." It's always, "zomg ban amumu I hate that fker."
Don't get me wrong, Amumu -is- great, but only because he's a very good jungler, and he tanks well, and has a very good ult for tanking. If he couldn't jungle, he would be complete trash. Cho gath would be better as would Singed. Amumu is valuable for his ability to tank and jungle, because unlike Singed and Cho, he's not quite as gear dependent to perform his primary functions. It's the gear dependency that is making me say I don't reaaally like Cho Gath in the jungle, which is why I still stand by my argument that Amumu is the best tank who can jungle, but there are other tanks who are better when you lane them. I personally think Cho Gath may very well be the best tank in the game, and I used to think he sucked. If not him, it's either Amumu or Singed, But I prefer Cho due to his versatility. He fits on any and all comps so easily. and does it all so well <3 But this becomes opinion very quickly, All 3 have amazing functions and are the best 3 tanks in the game. It's really more what the player likes to do Imo.
@ Restrict,
Comparing Singed to Cho is comparing apples and oranges. :P They are so incredibly different and I think you really take them in very different situations. Personally I prefer Cho in 90% of games, because he matches my style of play so well, but I also really do like Singed.
Singed is without a doubt, the most invincible tank in the game. Nobody else can compare, although Cho Gath has got to be #2 if you build legitimate full tank.
With that being said, there are times when you need a trademark singed "Rocky Balboa" run into their team, aoe slow bombs into slow poisons into flings to win. What Singed brings to the table is very strong and unique. I can understand a person preferring Singed, I just think they're too different to compare really.
Personally I prefer Cho, because he fits my style of play like a glove. HotShot would tell you the same. Yet Dyrus would probably tell you Singed is better.
Truth is, both are great and have their places, I think >:)
TL;DR,
Cho, Singed, Amumu, GG.
Shen has potential to be a good option as a jungler now, and Taric's not really a tank but he can be an offtanky support which is good. (I like items like Aegis and Frozen mallet on him to further extend his support, tankiness, and CC.)

Does what in lane? Get 0 farm in bot? Get zoned in solo top? Jungle Shen is the only way I would play him.
@Jebus: His early speed might be mediocre, but he's the only jungler who can jungle indefinitely while maintaining a presence in all lanes. As soon as you hit 6, you can gank whenever you need to, save someone's life, and/or cover a lane no matter the distance. If you get wriggles, your speed jumps and you'll gain a ton of health from doing any camp.

He's definitely not the best jungler in the game, but he can compete just as well as other viable picks since his latest buffs.
Are you thinking supports get fed of minions in bot? No, but they can keep up with the team. Why a tank like Shen cant?
And he sure can solo top, not aggresively, but can hold things there. Easy kills using taunt too, but thats kinda difficult.

Supports don't need items to be effective, tanks do. That **** costs money bro.

"Dont need" is wrong. They need less items than tankers.
I cant really say much because I dont play as a "tanker", but as "tanky bros" like Cho'Gath and Irelia. And I dont see a problem with Shen, he got some damage to farm like a tank.

Shen isn't a great jungler compared to what he does on lane.
