Riot doesn't like traps all that much. It's very anti-fun to them.
If it's only on 1 ability, they can tolerate a little anti-fun such as Shaco's boxes, Teemo's shrooms, or in different cases Zilean's bombs having a delay on damage (that makes enemies cringe). This is because it's thematic and quirky.
But champions like
Vladimir bother them a lot because of how much anti-fun is on their kit.
Q for sustain, W for easy gank-ruining escapes, and R for delayed damage.
A trap-user champion would be the balance team's worst nightmare.

No, that's the definition of broken mechanics. When a single champion can only be countered by having the enemy also play that champion.
This sort of champion would either have be made severely underpowered, or completely reworked.
Past examples: Kayle, Evelynn
Vladimir was nerfed multiple times too, but his kit makes him a difficult problem child that can't be nerfed hard enough without it getting stupid.
Riot's explained in depth in a few posts that they DO NOT want another champion revolving around traps.
This sort of champion would either have be made severely underpowered, or completely reworked.
