Mana Regen per level Seals - Maximize the
Chalice of Harmony you'll definitely buy.
Chalice only works well if you already have Mana Regen on you.
Dodge Seals wouldn't be a bad idea either if you plan to skill down the Defensive mastery tree.
Guardian Angel and/or
Aegis of the Legion are optimal magic resist items that give good Armor to make dodge chance worthwhile.
Lastly, I advocate MS quints. I've never even SEEN MR quints. Can't go wrong with extra movement speed on a tank/melee champ.

^I'm going to agree with most of that. Except maybe the ending. I feel like the objective of the helper stats depend on the category and champ being played. Some are just for heightened early game performance.

Jun, I recommend you watch Hotshot play some Galio. (he runs 9/0/21 btw, which imo is the best way to go too)

No way.. Those are totally unnecessary. And besides, Chalice is optional, far from core..

MR quints are EVEN BETTER than MR glyphs. 3 MR quints give more MR than 9 glyphs (most quints give less).
Your rune choices seem to be worked around the fact that you're using 0/21/9. They might be good for that, but those masteries are just way inferior to a 9/0/21 caster setup+tanky runes. He is a tanky caster after all.

Magic Penetration marks are a pretty obvious choice here. Allows you to do more magic damage, thus push down creep waves faster and hurt enemy champions. They are pretty cool.
For seals I take mana regen per level. Since Galio struggles with mana problems through all phases of the game, I prefer to grab these. Lane sustainability is not a problem for Galio, however mana sustainability can be, especially if you elect to skip Chalice.

If you spend your skills on harass you are going to run out of mana, chalice or not. AP isn't really going to boost the amount of skills you need to use to farm creeps(which is 2), so I don't think it's a worth while investment. MR/lvl quints are a possibility, but I still think mpen is probably gonna be better due to the amount of MR they will have built up.

Yes, they are the obvious choice, but they don't help with killing minions.. Minions have less than 8 MR.

Well you're clearly misinformed.. AP quints give more damage in most cases.
If you pick up MR quints and glyphs you get 13.5AP. AP quints give 15AP. You get about as much damage from MR quints and glyphs that you get from MrP quints.
MR/lvl quints are pretty ****ty. They give 48% more, but since MR/lvl glyphs are almost as good as MR glyphs with their 81% more it's pretty clear imo that MR/lvl quints are **** in comparison.
Flat MR quints are set in stone.

hmmh ive just recently picked up galio and playing 0-9-21 (for min flash cd (thinking about 0-12-18 for SoS and nimble) my runes are currently my singed runes (mpen red dodge yellow, mr/lvl blue ms quints) prolly gonna switch ms quints for mr/mr/lvl if i decide to pick up galio for real.

MR quints seem like the 100% obvious choice, but I dunno about the other runes. MR/lvl glyphs and HP/lvl seals seem like possible options too.
MR glyphs and quints give 13.455 AP. That'll be very useful for winning your lane.
