Stonewall already popularized Riven as a jungler by posting how she could jungle effectively on the day of her release, and on her second day of release by showing off her amazing ganking power.
She's viable - Not the best, but decent for her ganks.

I've been doing Jungle Riven roughly about the same time Stonewall released the ganks video. I never did see it until recent because I just checked his jungle path.
She has no lane sustain, so why should you put her there unless it's a counter-pick?

I don't know about best - I tried running Riven yesterday with runes only slightly different from what stonewall suggests (ad marks and ArP quints instead of ad quints and ArP marks) in custom and I can't seem to get past the small golems.
How you cast her abilities, and what runes you use seem to heavily weigh on your success for the first pass through. I plan to try again later, maybe mess with the masteries I'm using.
Other junglers are much safer, and can still gank pretty successfully.
edit: Yuh, it was my masteries. How you cast is really important too.
Also, you have to rank up Valor twice during your route in order to be able to survive red - Which is sort of odd.

I didn't say THE best, just one of the best.
Her strengths don't lie in killing creeps, her strengths lie in the potency of her counter jungling and ganks, really.

Riven is very viable. I started off with Riven jungling using Xenasis guide, its different but it is very viable. Like he said she isn't much of a pure jungler. I usually only take wraith and wolfs for the first 5 levels. Spend most of the time ganking and counter jungling. Her stun and knock up along with pretty crazy damage at lvl 2 are what make her so good.
Normal route:
Start with
Doran's Blade.
Golems, gank top, wraiths, wolves, b, buy
Boots, maybe some
Health Potions.
Now go where your lane need gank, if you do top, do golems, wraiths wolves after.
If you go bot or mid, do wolves, wraiths golems after.
Now get a
Cloth Armor, maybe some
Health Potions you can do the buffs now if you want. Just continue that. Give blue to mid.
Start with

Golems, gank top, wraiths, wolves, b, buy


Now go where your lane need gank, if you do top, do golems, wraiths wolves after.
If you go bot or mid, do wolves, wraiths golems after.
Now get a
