[/quote] You mean the preferred amount of 0? 24+9+10 = 43%, you don't really need any CDR items if you have blue, and if you don't have blue, you need ~21% CDR, and morello's gives 20%. I use merc treads, because im not retarded and i know that a tanky Xerath is much more effective than a glass cannon one, which is why i built him FoN instead of 4 archangels deathcap void. Just saying. He has a natural tankiness with AP, and you should probably build RoA or Rylai's. So why again are merc treads bad?[/quote]

It is THE build I use and have been using for a long ass time for basically every AP, except on the ones I get lich on, and Grag is a special case for RoA coz of his W. and ofc Kat and non-mana users are diff (Doran's stacking = no, lol.)[/quote]
