Gangplank doesn't necessarily counter Malzahar as a whole, imo.
Remove Scurvy just makes GP a slippery champion in general.
Malzahar would still annihilate Gangplank if they placed in a lane against each other, and you'd never actually see GP in lane, being a top-notch jungler now.
And if Malzahar decides to cast his abilities on someone else, GP can't really do anything to Malzahar except attack him, can he? - And everyone can at least deal damage, so that doesn't make him a counter.
So, Gangplank wouldn't be the champion to pick to counter Malzahar in a draft mode.
A counter to Malzahar would be someone who can disrupt his
Nether Grasp immediately, irrelevant of whether or not he/she is the target, such as, but not limited to:

Alistar who can cleanse out of the ult with
Unbreakable Will OR save an ally with
Headbutt
For a counters list, you need to consider lane match-ups and team comps on top of potential team fight scenarios.
I suppose it really depends on the perspective you're trying to create a counter-pick list for.

I intend to make such a jungle counter pick list and also a bottom duo lane counter list
But for now the inefficient number of insight/opinions make it impossible to do so
I wish that more people would bump this in other forums
And I still think a GP would do significantly more in a team fight (sorry to mention that)

As an engineer, I've been taught to solve problems... It seems like you have the problem of an unspecific problem statement. "Who counters whom?" applies far too widely to have an answer at all.
What I've seen in fighting games is that every week a character is analyzed and it's losing match-ups and winning match-ups are determined. I suggest you start a new thread and name a popular character such as Lee Sin to be discussed. For a week, only Lee Sin is discussed. You then close the thread and start a new one with a new champion. Slowly, the list of counters will grow, and with a week of focused discussion per champion, probably won't be wrong.
