Ryze is already strong enough to make a showing in competitive play. He doesn't need any buffs.

Agreed. The only change I would suggest is the change to his E. It's kinda boring and it doesn't exactly fit in with his kit right now. He has to be in almost melee range for it to be useful in a 1v1 and in teamfights, it just seems like it's kind of worthless.
Well, it was a buff and a nerf.^^ Look at the ratio of his mana on q and w^^.
But for that, he has to level E and R more, because now all all of his spells deal equal damage.

Still, he needs a balancing on his spells.
And this way, you can get them. Your E has to scale with mana in order to be usefull.
And the ultimate is actually useless. So I made something that reminds a bit on
Jax, but for spells. You get more powerfull if you spam your spells. This is, what
Ryze normally does, so his ult is now no longer useless.

The only thing I feel Ryze needs is a little utility.

I think that he is perfect as he is right now. If you know what to do with him (spam the skills, ult on the right moment) he os practically unstoppable. Sure JunSupport have some good points, like the MR thing, but when using him right and getting the right items he can be really OP.

When Ryze casts a spell, all other spells have their cooldown reduced by 1 second.
This spell is good as it is.
(Passive): Ryze gains 2 / 4 / 6 / 8 / 10% cooldown reduction.
(Active): Ryze throws a charge of pure energy at an enemy unit, dealing 60 / 80 / 100 / 120 / 140 (+50% of ability power) magic damage plus additional damage equal to 6% of Ryze's maximum mana.
Mana cost: 50 / 60 / 70 / 80 / 90 Mana
Ryze traps an enemy unit, preventing them from moving for 1 / 1.25 / 1.5 / 1.75 / 2 seconds and dealing 60 / 80 / 100 / 120 / 140 (+50% of ability power) magic damage plus 2% of Ryze's maximum mana.
Now has 675 range.
Ryze unleashes a bouncing orb of magical power which bounces to enemy units or himself, up to 5 times. Each bounce deals 70 / 80 / 90 / 100 / 110 (+40% of ability power) magic damage plus 2% of Ryze's maximum mana and reduces the target's Magic Resistance by 15(now stacks up to 1/1/2/2/3 times at multiple hits).

(Active): Ryze becomes supercharged, gaining 25% spell vamp and causing his spells to deal 50% AoE damage. Also every 3. spell cast deals 10%/12,5%/15% bonus damage.
