I would firmly say, No.
DB gain is most likely balanced around attack speed to encourage building attack speed, as well as limit transformation time.
Having it scale with damage dealt or attack damage would both send mixed messages about what kind of build Shyvana should have, and raise transformation time up to overpowered durations (or the transformation is only minimally stronger then her normal form, which would be boring and unproductive, which would be stupid for a company like Riot).
And not scaling with AD does not mean you can't build attack damage.
If she's suppose to be a melee-carry that breaks the recent mold of "melee-casters" then
Infinity Edge will be an excellent item on her, as it is on Tryndamere and Master Yi.
Youmuu's Ghostblade is also an obvious pick on for a melee-attacker.

Go to PvP_net and try using the "bruiser" or "fighter" filter.
Then compare it to when you use the "Mage" or "Carry" or "Tank" filter.
When you see it, the rest of this post will make sense.
THAT is why the Tanky DPS meta took so long to be fully nerfed; why remnants of it is still ailing people everyday in low elo, because there are so many of them.

Wukong is pretty much a melee-caster. I'd say he's a in-between because he definitely has little encouragement to auto-attack (except when casting Q, emphasis on "casting").
When Riot refers to melee casters, they mean champions who deal the majority of their damage through abilities, not auto-attacks. Wukong definitely deals a massive amount of his damage through Q and E, compared to someone like someone like... Nocturne or Trundle

Let's admit that even if all hr abilitis damaged teammates and healed enemies 80 to 90% of people (including me) would buy because of dragonic, any mechanic preview is pointless.
