He only has one skill meant for auto attacking. You can use the shield to farm really well.
If you win early game, you're probably going to win late game because the other team won't get there.
They both work equally well but AP is meant for skirmishes while AD is meant for AD teamfights.

He has 2 skills scaling with AD and 2 with AP. It does seem he fits the AP role best however.

You won't want to build Sion FULL AD~
Whereas you DO want to build him FULL AP~
So you'd want to build him as an Offtank if you build AD. Lots of nice defense, and SOME offense to boot. (You'll probably want more defensive items than offensive ones as AD)
I have a guide for how I feel AD Sion is best built if you're interested.
AP Sion is pretty straight forward, items like Zhonya's and Abyssal are cool because they use the HP steroid pretty well.

I'll check out your guide later duff, but I have class soon. My AD Sion build is something like Youmuu's Ghostblade Mercury's Treads Frozen Mallet Atma's Impaler Infinity Edge and maybe Banshee's Veil.

Your build doesn't have enough resistances to take advantage of the HP steroid. No reason to build much HP on Sion ^^

Riot says his spells are stronger than attacks, but he has two skills, that were purely meant for auto-attacking.
What do you y'all think is best?
