Certainly a very cool and unique champion.
His passive seems like a lot of fun, and is unique as well. However can you controll the pet with Alt-rightclick?
Q, Fun skill, but just too strong 50% slow is extremely high plus 2 times 180(+0.7AP) is just to much especially since it's not a skillshot or anything and just click target skill.
If it coul have only been casted once it would have been UP, but since it can be casted when W is active, which is quite often, it's too strong.
I suggest the following lowering the AP ratio a bit, the slow a bit, increase the CD when it's casted twice and drastically decrease the 1100 range (maybe also reduce base damage by 5 or 10).
Also I assume second cast also cost 70 mana

E, fun skill, a bit similar to rammus Powerball, maybe the range is a bit to high but that's all.
R, Seems like a good and decent skill, good job.
Overall the only other thing I would recommend is to make the mana cost of skills scale per lvl.
For the rest, awesome champion, I think he will look good :D and will be a lot of fun to play.

The second cast deals half damage. So, if you have 500 AP, you deal 180+300 + 90+150 damage, which is 720 damage. Also, both casts cost mana AND it needs to be synched with Tornado Blade.
If you want to, consider the damage 270 (+0.9:AP). But also consider that it's not ALWAYS 270 (+0.9).
His passive was different earlier today, it used to reduce 63 MS at level 18 and increase MS by around 70. I changed it to 10% and 12% respectively, which is, basically, halved effect. It's in a fine state, he's already unchaseable enough.

When they reach the target, Aderyn and Altair crush it, briefly knocking it back and dealing 10/40/70/100/130 (+20/25/30/35/40% of their movement speed after the end of the flight) magic damage to it. The flight can be cancelled by casting the skill again and will end automatically 6 seconds after being cast (cap).

Now, please allow me to explain how Altair works and what's unique about him.
First, as you should have noticed, he is excellent at chasing and is excellent at running away. His E makes him probably the best chaser in the game, coupled with his Q and his passive. His ultimate allows his friends to run away from danger and keep an enemy away from them, or to keep an enemy from running away and speed up friends, or a thousand other things. It can be used offensively or supportively/defensively, like Flash and Ghost. His E makes him an excellent assassin too, but in isolated occasions. At level 18, if he unloads all his skills successfully and with their maximum potential on a single target, he will deal around 1250 magic damage (without any AP), with only 200 magic damage being AoE. His damage potential can be compared to Rumble's. Rumble can deal over 1300 damage by hitting all his skills (without any AP, at level 18), but that is moderately difficult to achieve. While being easier and weaker than Rumble, however, Altair is ranged. This allows him to play teamfights much like a regular caster using his Q, W and, sometimes, R. His E is an off-teamfight skill (mostly; in teamfights, it could be used for positioning or to catch up on who's fleeing). All his skills have a moderately decent scaling. Anyway, notice how his Q and W work altogether - they allow each other to work more efficiently. I think that would be really fun in-game, hoho. Sometimes I think of his W as a ranged Garen thingy.
All this power in his skillset is pulled down by his base stats, however. All are average or slightly below average and he is item dependent. Also, he can't get really tanky without getting weaker, since all of his skills deal magic damage and his damage span isn't as fast as other casters', like Annie's, Vladimir's or Veigar's.
