Ashe is harder to play the better you get. She rapes pre30's, but as soon as people figure out the game, she is too easily countered.
Ashe is still good we just haven't seen any tournaments lately. She obviously isn't as good in solo que because she is a support.
Just think about it she has clairvoyance, janna slow, and far range sona ult.
In solo que you are going to obviously want a champion that can win based off one or 2 kills. Ashe can not really do this but in a constructed team she has tools that no other AD can bring to the table.
A support that can dps towers but a support nonetheless : S

If you run 21 in the new Offensive tree, grab Flat AD Marks, and grab a Doran's Blade, you could get something like 75-80 AD at level 1, which makes last hitting a breeze.

It's counter logical to take a carry with low damage output and load gold into it. In fact to be quite honest she has so much utility she could almost make a decent support right now, using heal as a summoner and hawkshot as a makeshift CV.
A carry should deal real damage, Vayne, Kogmaw, Graves, etc.
Ashe doesn't do that, and so, has faded out ^_^

Her ult cooldown got nerfed by five seconds at max rank. Five seconds is really the difference between OP and UP?
Oh and 40sec something at rank1.
