I feel like the shout box would become like some sort of Twitter for everyone. It looks fine on paper but, unless you have it like a PM box on people's pages for non-registered users, I really don't think it would work out well.

Tons of sites have basically a big chatroom where all their registered users can talk about stuff.
Non-registered users can see it, and sometimes there is a guest system.
Most of them use Chatango.
