Best I think maybe Fizz, IMO, I can dominate skill shots. I have gotten a late double kill while chasing into purple base shot Chum and caught Caitlyn low health and Volibear too ran over her and double first 10 minutes :)
One of the worst might be Riven, Not too much increases. Just distance and some small things i think what ensures her ulti is good is the Recast.
Mordekaisers ulti is quite hard to use but can be extremely beneficial.
I think that Twisted Fates is the worst I have seen.

Oh yeah i forgot i also find ryze's ult is horrible
I like shyvanas alot because bonus def stats, nice dmg, giant gap close that also works as escape and can have low cd if you autoatack something. Also the bonus effects on her other abilities

But it lacks a big "Impact".
Her stat bonus is not that high, its good, but not that good.
Do not get me wrong, its a nice ult.
There just better once in the game.
