Blydden: Most people have actually been using full AD marks and quints recently with the new masteries since the armor pen mastery is percentage based. There's no need to invest as heavily into ArP marks any more since I believe the AD marks actually end up contributing more damage once you take the masteries into account.
I did, however, hear Doublelift on stream talking about theorycrafting involving lifesteal quints. He said if you go scaling AD red and take lifesteal quints and start with a Vamp Scepter, you should IN THEORY have a very strong early game although he's tried it in practice and it doesn't work as well as he planned.
Still, on most champs that get an early BT I'd rather just farm it up and stomp the match without having to worry about gimping myself early game.

The whole "flat AD marks dealing more damage" argument is false. Outside of a best-case scenario at level 1, you are typically dealing LESS damage to players throughout the entire game (even once you have

2.43 * 9 = 21.87
Plus the 9% life steal from runes and masteries.
Assuming that you do get to level 18 you would have a big advantage.
Wouldn't this be a great choice of runes for ad carries
