Simple still takes an imagination, and composition. Most of photoshop is knowing how to do something not doing random stuff until something good comes out, kinda like when someone tells you how to do something you go OMG ITS THAT EASY, like see, you guys saw this done and you know what it is, and you probably can do it, how ever if you had not seen it, you probably would not to make something as nice looking as it. Also both brushes are transparent, I wonder if u know how to make it so the circles were not behind the grass as I did. Some jobs like networking, which I am learning, get payed a lot for easy work, but its only easy if you know it good enough to compose and not estimate!

I'd hope I'd know how to use layers and clipping masks efficiently enough to correctly layer objects on a canvas.

45 min? You need to step your game up it looks like 5 mins of work. Unless you made the font.
Put a hard round brush on scatter, do it all over with varied opacity in brush settings and varied size. Add a grass brush at the bottom, pattern overlay, add a bg. Add text with pattern overlay and stroke. You're obviously lying about being payed $75. Atleast learn some interface design and make him a proper website.
