Pokemon needs to be a lot of games, Nintendo is just too lazy to do anything with it other then the "it works so don't fix it" strategy with their handheld games (and sadly, that still works). They need better companies to do their main console games though.
And as for a Pokemon MOBA idea, yes, that would work. If you use every gen, you will have a near unlimited amount of champ releases.

I'm thinking it would be used like
Sapling Toss, only the powder falls slowly and doesn't induce the effect until it hits the ground. That would make it easy to avoid. Also, we already have our Smoke Screen.
