Yeah but the thing is if there's any copyrighted material on the site, regardless of whether it's user uploaded or breaks the site's rules, it can still be immediatly shut down with no warning.

2) Pretty much 100%. There's too much money behind it for it not to pass.

And yes, America is so anal about net security, they will send people to other countries to "enforce the law."
We've just recently forced a law in Spain that's like SOPA to allow them to continue trading with us. It's stupid really.
