There have been suggestions thrown around like the implementation of items that give flash-like abilities, but nerfed so you can't use them within 5 seconds of taking damage. That makes it purely an initiation skill and also makes it harder to get early game.
One thing I do not want to see is Flash Boots. Boots are already a centralized part of the metagame. With Flash Boots, champions can essentially pack Flash, Ghost, and Cleanse, making Flash Boots essential on most melee champions just for the sake of catching up to these guys. Just as boots integrate themselves into the game, Flash Boots will quickly become essential, and nobody wants that.
I'm fine with Riot just removing Flash. Just as long as they release Magma Chamber ^_^

Sorry I was thinking in D&D terms I suppose. Dispel removes all magical effects from the target or negative affects from a friendly.
Granted you wouldn't want that as it's basically cleanse.
A spell that could remove all buffs from an enemy and keep them off for 3 seconds(Then they would come back after 3 seconds) and thats all it does would be cool. Could be used to stop Tryns ulti or Yi's, or Mundos.
After 3 seconds their ultis would continue.

I know I don't explain it well, but it could be used in a lot of different ways. Make Mords shield not work for 3 seconds, stop teemo from using his getaway for 3 seconds.
Honestly I haven't thought of a balanced duration for it, but this spell has so many uses.

I think that's going a bit too far; exhaust already counters Trynd HARD and all other auto attack-related ults like Yi and Twitch

There's a reason ultimates get long cooldowns, and with Dispel as an ability, you might as well leave ultimate abilities at level 0.
