Do you play Akali?
Urgot has that tiny range auto-attack so it makes him more susceptible to Akali harass and easier to trigger your marks. (at least until they start feeding him blue, when I guess he can just Q all day to last hit if he wants)
Once you hit 6 though and have a few charges you should be able to easily bully him out of the lane or outright kill him. The high mobility, burst, sustain, shroud all sound like good counters to me.

Sion? Only AP, no approve otherwise.
But fighting him means to charge him down and maybe throw 1-2 harass first to create an advantage?
What about Panthe? Play safe and bug him with your spear or go aggressive via Heartseeker.
ATM I like dropping some AD early to get Zeke after Brütalizer.

Sion should go AP in early but AD later on. AP Sion is SO useless in late game ;D
