Go 21/0/9. Morgana is one of the best champions in the game at farming, simply skill your W and cast it on as many minions as possible - generally the caster minions. You can just keep pushing the lane to the enemy tower this way and hopefully deny them some farm whilst getting a ton yourself. Remember that her E skill makes you almost immune to ganks.
